AAPPA's COVID-19 and Families First Coronavirus Response Act (FFCRA) Virtual Problem Sharing Forum

The Families First Coronavirus Response Act (FFCRA) is here! In the coming days and weeks, federal regulatory agencies will provide guidance on how to implement the new requirements. In the meantime, we must rely on a good faith interpretation of the act’s text and most importantly, share information with each other!

TOPICS OF DISCUSSION:

·      How does the Families First Coronavirus Response Act (FFCRA) impact public sector employers?

·      How are other AAPPA member governments and utilities responding to COVID-19?

·      What additional healthcare benefits, leave, and paid time off do you need to offer and who is eligible?

Panelists will share information and answer your questions about the FFCRA and its impact on public sector employers in Alabama including; FMLA expansion, paid sick leave, and group health plan benefit mandate.

PANEL:

Brian Butler (Senior HR Consultant w/ Cobbs Allen) serves as a Senior HR Consultant. Brian came to Cobbs Allen after over 20 years of experience in the public sector where he served as the Chief Human Resources Officer for the City of Tuscaloosa. He is certified SPHR, SHRM-SCP and IPMA-SCP. Brian has served the AAPPA for many y ears as an instructor with Auburn University’s GEDI and continues to use his real-world experience to better serve public administrators throughout Alabama. He graduated from the University of Alabama with a Bachelor of Arts and Masters of Science and is also a veteran of Operations Iraqi Freedom and Enduring Freedom.

Bo Hartsfield (Executive Vice President of Employee Benefits w/ Cobbs Allen) has been an Employee Benefits Consultant at Cobbs Allen since 2005 specializing in customizing benefit plans that balance the need for cost-effective programs while remaining attractive to current and future employees. Due to years of solid performance and leadership skills, Bo was tapped as Cobbs Allen’s Employee Benefit Practice Leader in May of 2013. Under his supervision, the department has continued to thrive. He won the Cobbs Allen’s “Grizzly Award” in 2013, 2017, and 2018, recognizing him as the top senior consultant. He also serves on Cobbs Allen’s Board of Directors. He graduated from the University of Mississippi with a Bachelor of Science.

Robbie Hyde (Attorney w/ Alexander Hyde Law Firm) Practices Employment Law Defense, Civil Rights Defense, Insurance Defense, and Alternative Dispute Resolution. Received her B.A., Summa Cum Laude, Auburn University, 1990; J.D., Vanderbilt University, 1993. She has memberships and affiliations with Alabama State Bar Association, American Bar Association, Federal Bar Association, Lee County Bar Association, Montgomery County Bar Association, Alabama State Court Mediator Roster. Robbie is also a frequent lecturer and instructor with the Certified Municipal Official Training for League of Municipalities; Association of Alabama Public Personnel Administrators Certification Courses; Alabama Local Government Training Institute for the Government and Economic Development Institute at Auburn University, Association of Alabama Tax Administrators; Municipal Management Training Institute for City Clerks and Administrators, University of Alabama College of Continuing Studies; Association of County Engineers of Alabama; Association of County Administrators of Alabama; Alabama Association of 9-1-1 Directors; City and County Government Continuing Legal Education Seminars, CLE Alabama

She also conducts training and investigations on equal opportunity employment issues for clients in both the public and private sectors; Trains supervisors and employees on matters ranging from employee compensation under the Fair Labor Standards Act and anti-harassment measures to appropriate hiring methods, retention, disciplinary procedures, personnel records, family and medical leave, and drafting effective personnel manuals.
