Learn more about Education and Certification ProgramsPurpose This program assists Alabama's public personnel administrators to conduct their functions in a professional, effective, and efficient manner. The education curriculum is designed to provide the legal, theoretical and practical knowledge required to develop and implement effective and legally sound personnel policies, practices, and procedures. Certification Programs | What is AAPPA-HR?Alabama Association of Public Personnel Administrators is a non-profit organizations whose members work in state, county, municipal governments, public utilities and regional planning commissions. Any person working in public sector HR is eligible for membership. Due to the COVID-19 (coronavirus) pandemic and the uncertainty of its continued spread in Alabama, all classes are being held in various formats. We have some classes being held in the classroom where safety precautions are being implemented including the requirement of masks during the classes. Several classes are being transferred to online formats and some classes will be held in a hybrid format (in classroom and online). Alabama Association of Public Personnel Administrators (AAPPA) Announce New President Fatima M. Washington, MPA, MSHRM, SHRM-CP, AAPPA-CS, IPMA-SCP Fatima M. Washington assumed the role of President of the Board of Directors for the Alabama Association of Public Personnel Administrators (AAPPA). AAPPA is the Alabama Chapter of the International Public Management Association for Human Resources (IPMA-HR). AAPPA is a non-profit organization whose members work in state, county, and municipal governments, public utilities, and regional planning commissions. AAPPA partners with Auburn University to provide certifications to governmental agencies in the State of Alabama in the areas of Human Resources, Payroll, and Risk Management. With the support and sponsorship of the Government and Economic Development Institute, Auburn University, the Association of County Commissions of Alabama, and the Alabama League of Municipalities, the education program maintains a focus on issues that are pertinent to public personnel in Alabama. Ms. Washington has been employed with Mobile Area Water & Sewer System for 18 years. She is the Director of Administrative Services and Customer Experience, a position she was promoted to in 2021. Her responsibilities include directing the managers that oversee Customer Operations, Human Resources, Public Affairs, Safety, and Supplier Diversity. She has held various leadership positions at MAWSS over the past 18 years. She previously served as Director of Human Resources, Assistant Director of Human Resources, and Employee Relations Manager at MAWSS. As Director of Administrative Services and Customer Experience, she continues to direct the HR staff and is responsible for payroll, training, employee benefits, safety, and employee relations. Ms. Washington is also an executive board member for SAWDC Alabama Works and is a proud member of Delta Sigma Theta Sorority, Incorporated. She has a bachelor’s degree from Faulkner University in Human Resources, a Master's of Public Administration, from Troy University, and a Master’s of Human Resources, from Troy University. Ms. Washington is a certified Senior Human Resource professional and holds three HR certifications, IPMA-SCP, SHRM-CP, and AAPPA-CS, which she received through Auburn University.
